PORTSMOUTH — A wanted man, previously named as the New Hampshire Joint Fugitive Task Force’s “Fugitive of the Week,” was arrested Thursday night and refused the services of a bail commissioner, police said.

Joseph Kelley, 51, with no fixed address, surrendered at the Portsmouth Police Department, in response to a warrant, according to a press release. 

Kelley is charged with one count of felony theft and a charge alleging his fraudulent use of a credit card, police said. He also had a warrant from the Rockingham County Sheriff’s office and is being held in the county jail, pending arraignment, police announced.
